The Regional Technical Officer - Highlands will lead and manage all regional technical operations, ensuring high network availability, performance, and service quality. The role is responsible for overseeing field engineers, coordinating network deployment and maintenance activities, optimizing operational efficiency, and ensuring compliance with technical standards across the region.

Job Description

  • Lead and manage regional technical operations and field engineering teams

  • Ensure high network availability, performance, and quality of service across the region

  • Oversee installation, maintenance, and optimization of network infrastructure (RAN, transmission, power systems)

  • Plan and coordinate regional rollout and upgrade projects

  • Supervise and support field engineers in daily operations and troubleshooting activities

  • Monitor network KPIs and implement corrective actions to improve performance

  • Ensure timely resolution of network faults, outages, and escalations

  • Coordinate with NOC, RAN, transmission, and core teams for seamless operations

  • Manage regional vendors, contractors, and service providers

  • Ensure compliance with technical standards, safety regulations, and company policies

  • Oversee preventive and corrective maintenance programs

  • Manage power systems including generators, batteries, and energy optimization at sites

  • Ensure proper site management including access, security, and maintenance

  • Prepare and present regional performance reports and operational updates

  • Manage inventory, spare parts, and logistics within the region

  • Identify risks and implement mitigation strategies for operational continuity

  • Drive continuous improvement in operational processes and efficiency

  • Provide technical leadership, coaching, and performance management for team members

  • Support budgeting, cost control, and resource planning for regional operations

  • Ensure smooth coordination and handover between project and operations teams

Desired Skills and Experience

  • Bachelor’s degree in Telecommunications, Electrical/Electronic Engineering, or related field

  • 6–10 years of experience in telecom network operations or field engineering

  • Proven experience in managing technical teams and regional operations

  • Strong knowledge of RAN (3G/4G/4G+), transmission, and power systems

  • Experience in network deployment, maintenance, and optimization

  • Strong leadership and people management skills

  • Experience managing vendors, contractors, and service providers

  • Good understanding of network KPIs and performance management

  • Strong problem-solving and decision-making abilities

  • Excellent communication and stakeholder management skills

  • Ability to manage multiple priorities in a fast-paced environment

  • Knowledge of health, safety, and environmental standards

  • Experience in budgeting, cost control, and resource planning

  • Proficiency in MS Office and reporting tools

  • Relevant technical certifications are an advantage

  • Willingness to travel extensively within the region
